Usopp + Loki
Combo for Monkey.D.Luffy OP17-079 · tested in 3,300 games per version
How it works
Loki gains +12 cost, so he counts as an 18-cost Character. Usopp gains +3000 while there is a Character with cost 12 or more, turning a 2000 into a 5000, and the Leader gives Blocker to your Characters costing 12 or more, so Loki also blocks. Usopp's On Play searches for an Elbaph card, and Loki is Elbaph: Usopp finds his own partner.
Does it win more games?
